Align three layers
- Commitment: what will change, and by when?
- Evidence: are the baseline, scope, method and limitations clear?
- Decision: does the metric affect investment, procurement, products or accountability?
Explain unfinished work
Transformation is rarely linear. Clear disclosure of data gaps and unresolved work can improve verifiability. The goal is not a perfect image, but a reliable account of how problems are found, methods improve and progress is monitored.
Credibility comes from making the link between goals, action and outcomes visible.
